For centuries, people in many parts of the world have been using water to clean their private body parts instead of toilet paper.  Immigrants from these countries have used water before coming to the USA.  Most have adapted to the use of toilet paper because there was no convenient way to use water on western toilets.

One of the biggest complaint from the visitors from these countries when they travel to the USA is: they do not like to use toilet paper because they do not feel clean.
